Is Salesforce ‘Send Later’ email schedule function responsive to changes in records?

TLDR: Yes it is.
Here is a question I had: If I schedule a list email will it be sent to everyone who meets the criteria at the time of scheduling or at the time of sending?
I did a simple experiment to find out so you don’t have to.
I included myself as the 46th recipient on a list email, scheduled it for send, excluded myself, then waited…
I am hoping not to receive the 14:30 email in this case, as I should no longer meet the criteria….and success. Email was send to 45 not 46 recipients!
