What is reCAPTCHA API Key Pair in Salesforce Web to Case
Setting up a reCAPTCHA key with Google is very quick and easy. You can do so here: https://www.google.com/recaptcha/admin/create
Make sure you are in the correct org’s google account when you do this, as it will be the owner and will receive the necessary stats and alerts.
I found that using V3 reCAPTCHA in my Salesforce Web-to-Case form returned an error once published, while V2 checkbox did not. I would suggest this option for a medium friction solution.

Does reCAPTCHA API Key Pair = “Site Key” or “Secret Key” ?
The answer is both. The field on Web-to-Case HTML Generator page is a field that enables you to lookup a record that stores both Site and Secret keys.
